This card is stunning! What set is the sentiment from. Is it SU!?

Is this, by any chance, done with a long strip of scallop-punched cardstock? I've seen them done that way. And also by cutting a scallop circle (punched) into a spiral, so the outer petals are scalloped. But this one looks like it's scalloped all the into the middle.

And as for the sentiment... Do you stamp, then emboss? Or emboss, then stamp?
